Can a person buy a brand new scooter-bike here in the US and take it on a plane to, say, the Dom Rep?

It would never have been used before, so I don't know if they come with gasoline in them already.

not exactly, but you can get it there probably. You could not just go put it on a plane, but you could find a shipping company that would deliver there and take the bike to them and they would completly crate it up for you and ship it to your front door, IF you can find a shipping company to go there. They should, and I would geuss cost to be upper hundreds, probaly close to $1000.
I doubt you could get away with claiming a scooter as checked luggage, but you could probably have it shipped to you by air freight.
