If its an aftermarket restrictor, then it will be in the form of washers that fit over the carb outlets. These are smaller than the factory fitted ones and just restrict the air/fuel mixture getting into the cylinders. Remove them and fit proper ones from your local Honda dealer and it won't mess the engine up at all. Simple as.

The engine is set to a level for its protection- you take away that restriction and you must inform the Licensing Authority, you may invalidate your license, and you will certainly invalidate your insurance.you will also bugger the engine up, so leave the poor thing alone.
