Ditto that! Buy the best you can afford. Try it on before you buy and make sure the fit is good. Go for full-face if you can stand it (having one's chin removed with a block of concrete is no fun at all, at all). And above all, wear it, even if you are in a state that doesn't make a helmet mandatory. You only get one opportunity to learn that cement is harder than bone, so don't wait for some idiot to run a stop sign and t-bone you.

"cheap motorcycle helmets" seems a somewhat bizarre request to me, wouldn't you want the best protection you can afford? when you go flying off your bike, tumbling through the air until your skull makes contact with a lump of rock, it's not necessarily because o something stupid YOU did, it could easily be because of something stupid a Volvo driver did!
Save up and buy the best helmet availabke in your location!
The old saying "How much is your head worth?" suggests you shouldn't be looking for a cheap helmet. (I assume that you aren't looking for one that makes birdie noises.)
That being said, if you must look for a deal, there should be plenty of DOT helmets that come in cheap through your local dealer or via an on-line search.
Please stay away from buying someone's used helmet - you'll never know if it has been dropped, and it could have hidden damage that will only become apparent when you put the helmet to its intended purpose.
If you have a $10 head then put it in a $10 helmet.. Other wise buy a quality one.. Try EBay, sometimes you get a great deal there.
Get one with a propellor on top . that way you'll look cool going down the road. That makes about as much sense as buying a CHEAP helmet.

The best motorcycle helmet made is designed to protect one's head in a 30MPH impact. Who rides at that speed? And that rating is only good if you have never dropped the helmet or scratched it significantly. If you can afford the best, buy it. If not, don't worry about it, any DOT helmet will suffice and will not be that much inferior to the "best". Proper fit and proper use is more important than brand.
Make sure your helmet is SNELL and DOT approved. You can also go toa a dealer or look online for last year's models. They are usually cheaper.
