Does anyone have any ideas as to why a horn can stop working on a BMW 38i?

check the fuse, check the connections on the horn. connections on the steering wheel. trace the wire from steering colum to horn, looking for a break. check theres power getting to the horn using a volt metre. remember, there will only be power when the horn is pressed completing the circuit. if there is power, the horn is broken. buy a new one. about £5.
Because the horn is broken take it to a garage to get it fixed
Because you blew a fuse.

Most likley horn is frozen up , i dont mean cold, inside the horn there are a set of points they have a tendency to stick together , if not that the relay is caput , I dont think that model has a fuse but check them anyway
could be the horn itself or the horn relay,, go go a auto store and buy a test light,, have someone " honk" then hornwhile you or someone else probes the horn itself at the connection, and back track from there,
