Is there a problem with my thermostat?

That's a very crude scale, could be that the electronics/thermostat have just aged and settled into different values. If it continues up beyond half and all the way up to maximum that's when you need to worry, otherwise you're always going to chase mechanical "problems" that are just shy of perfection. If it's time for a regular service go and have the moped worked on but I'd leave that alone.
either thermostat, or poor coolant flow due to restriction, or poor propulsion.
were is the red?
if its close change out the water pump it is only cheap and easy to acomplish.
second (mabye first)do you have electric fans on your radiator?are they working?what is your water to coolant ratio? also can you live with it as it is?
personaly i would change the water pump
couple hose clamps proably five ten millimeters bolts clean the gasket goop the new pump and gasket (making sure goo dont push inward toward propeller)all else fails your out twenty bucks and an hour
the best thing to do is drain the water off get yourself a good antifreeze for aluminum head and go to the nearest big supermarket and get a bottle or still water the 2ltr version .Then you reduce the fact of the water pump and chambers around the barrel furring up
On Motorcycles, it's not the thermostat that sends information to the gauges. It's the thermostat switch.
I don't know what year, make, engine size and model # of moped you have, so I can't speculate on what the problem might be.
The thermostat operates independently. The switch is a "temperature switch" that sends info to the gauges.
Motorcycles also have a switch on the radiator, that tells the fan when to come on.
