Why is a prov licence holder for a motor bike restricted to drive a 400cc bike when u can drive any cc in car?

because if you are a prov motorbiker, you would be alone. If you are a prov driver, you have to have an experienced driver with you. Well, that's the UK rules anyway. Don't know about other countries.
It is restricted in a car to a 1.3ltr engine, mainly because of the insurance. If you put a learner driver on a 1.8 the insurance costs would be astronomical
