You say - the throttle sticks when pluged into the carb & works OK when unpluged. That means the throttle and cable work fine. That's the way I'm reading your question. The next logical problem would be, the throttle slide or the jet needle is getting stuck in the carb. You'll have to remove the carb and clean them. If you loosen the clamps holding the carb on, you can spin the carb around 90 degrees so the top of the carb is facing sidways. Then remove the top to see if the slide moves freely.
Don't use any kind of sand paper to clean the parts. You'll score 'em. That's like using sand paper to clean carbon off a piston - a no-no. Use carb cleaner. Can get it at a bike shop, or use gumout (auto parts store).
Take the cable off at the throttle end and confirm that your twist grip is OK, if it is then your cable is suspect, but first check that it has no restrictions where it's fed from top to carb. Hope this helps!
Squirt WD-40 down inside the throttle cable, and make sure that when you hook up the cable to the carb, that it is not binding or kinked.
Detatch the cable from the carb and work the cable, the carb, and the throttle grip separately. If it's the cable, use some inexpensive and readily available DRY-FILM lubricant such as molybdenum di-sulfide. (You can get moly di-sulfide from any motorcycle shop and most auto parts shops) Dry-film lubes works great because they don't get dirt and gum inside your cables. Wet or oily lubes attract dirt and wear out your cables (and can plug them up.) If it's the carb you'll need to bring it to a shop unless you're comfortable disassembling the carbs and polishing all the moving parts with some 600+ grit emery cloth. (Also available at any auto parts or lumber store.) If it's the throttle grip you can easily dimantle that and clean & lube the works there too. If the cable is binding because it's kinked or worn too thin, just replace it.
