firstly the CBT is not a test, it is a training course. CBT stands for Compulsory BASIC Training.
The CBT certificate will validate your licence if you have a provisional licence for class A (motorcycles). This entitles you to ride a motorcycle (if over 16 years old) up to 125cc and not exceeding 14.4 bhp. You will have to display L plates at all times and will NOT be able to carry passengers.
If you have a full car licence valid in the UK you can legally ride a moped (49cc) with a design speed not exceeding 30mph, without taking a CBT or having to display L plates. In this instance you can carry a passenger.
NOTE I would STRONGLY recommend that you take training more advanced than the CBT if you are taking full responsibility for the safety of passengers riding pillion. Also note that the performance of a moped with rider and pasenger may be woefully inadequate for safe riding.

Not until you have passed your driving test. Thats the Law. You would not have your moped long if you carried a passenger anyway; they are meant to be one person machines.

Get more training and take your test the CBT only lets you out on the road to learn to ride!
