Who puts the posters up in tube stations on the opposite side to the platform, and how?

You know what posters i mena, the huge ones on the opposite side to the platform on the london underground, the posters which are so big that they sometimes make your eyes go blurry. I was wondering how and also when they do this. They cant step on the tracks for fear of electrocution - Anyone know?

Answers:
The tube shuts down each night (roughly 1am - 6am) for maintenance & the power is switched off.. I'd reckon that'd be when they do it.
Wow good question why dont u ring a tube station and find out!
