I live on an island with a lot of up hill winding roads. Will a Suzuki Vitara be best suited to handle this?

The maxinum speed limit on most roads are is 30 mph

The vitara is a small-short wheelbase truck, and handles quite well. It has a V6, so it should handle the hills well without using too much expensive island gas.
No, a Vitara has a very high centre of gravity that on winding roads will make it very likely to tip. They're good on the beach but little else, get a normal car, they'll be far safer.
Get a Subaru Forester if you want a small SUV. Low centre of gravity because of the boxer engine and a great AWD system. It is reliable and safe. It is also fun to drive and great handling.
A Suzuki Vitara wold be perfect for this. they are comfortable good on fuel and cheap to buy.
