There are a range of exemptions and discounts available to certain categories of drivers and certain categories of vehicles and individuals. Several of these categories require registration and you can print the forms from the website.
Main exceptions are:
Disabled people who hold a Blue Badge (formerly known as Orange Badge)
Residents living within the congestion charging zone
Drivers of alternative fuel vehicles
MotorTRIcycles 1 metre or less in width & 2 metres or less in length
Vehicles with 9 or more seats
Drivers of roadside recovery vehicles
Accredited breakdown organisations
Drivers of electrically propelled vehicles
Cars such as a Toyota Prius. Electric cars and cars that use a different method of fuel ie not petrol, diesel etc. Surprisingly a Lexus RX 400h is exempt due to it being a Hybrid!
All electric are charge free
Jaguars ..if you are in the company of a Labour Party Hob Knob..or if your on a " Red Ken " methane powered one wheeled bicycle.

The likes of the Toyota Prius and Honda Insight are, being hybrid cars, exempt from Red Ken's mugging, but so is the Ducati 916, and that's a motorcycle. A fast motorcycle, I'll add.
