and the speed bumps are there because a few motorists fly through neighborhoods - because of a few - we all suffer
the county council of your area.
Speed bumps and other traffic calming measures will usually be your County (or Metropolitan Authority) Council, though often highways committee responsible will also contain members of the relevant City, District or Borough Council. Their website should contain minutes of previous meetings and the agenda for forthcoming ones, so you can see details of proposed schemes. There should also be an address to complain about any existing ones you don't like.
Speed camera sites are selected by a "safety camera partnership", a joint body representing the police, local councils, the Highways Agency, CPS and magistrates. They apply the Department of Transport criteria (see link below) when assessing sites.
