Road works.why oh why oh why?

Every day I have no alternative route but to go via a very very busy island which is not served by traffic lights and is a nightmare at the best of times.so they decide they need to dig up the large 'island' and alter it which means coning of 1 and a half lanes.why do they start during busy rush hour? Can't they wait until 8.45am when the main bulk of traffic has passed through instead of causing enormous tailbacks and general mayhem?

Hmm this is an interesting one. Due to the changes in the Traffic Management Act (2003) which offered enhancements to the New Roads and Streetworks Act (1974), if this road was a primary route which it sounds like it is, then the work should be restricted to the hours of 9am - 4:30pm. This is not only a reason to keep the flow of traffic moving, but also to ensure safe working conditions for the opperatives.

If they aren't working to this, then I would complain to the highway authority for the area. The number is in the yellow pages, who have a duty to ensure safe working.

A lot of companies in the US do major highway construction at night.
Not only does it allow traffic to flow at rush hours, but it keeps the workers cooler working at night.
Of course those massive lights they use to light the area can be blinding, but at least the roads are fairly passable during the day.
I am an ex pat Brit living in Philippines, here they almost never do any road works. As a consequence the roads are just dirt tracks. Getting around is very difficult and hard on the bot. Do not complain,,, just consider the alternative

The vast majority the guys on roadworks start at 9am and have to be off major roads by 3 pm. The road cones and the like stay in place until the work is finished to insure everyones safety.

The length the work carries on for depends on the amount of work that needs to be done.

Some of the guys on work on the roads do VERY LONG DAYS. I have known some who leave home at 3am one day, and don't home until 2am the next day.
They're brainwashed into having the same attitude problems as white van man and bus drivers.
