Fluffy dice are always good or plenty of air freshners for when he gets people throwing up in the back of his cab (from being drunk, not due to driving), or the smelly passengers
A device which, when someone gets in, automatically says 'Hello Guv, where to? Been on holiday this year yet? Did you see the match last night? Do you know who I had in the back of the cab last week?'
Badge with 'Dave Spart, Licensed Driver No.224356' on it.

2nd choice. a cattle prod for self defence.
3rd choice. a gadget I saw in Singapore that allows him to accept credit/debit cards...
a thing he can hang in his taxi. a hanging thing with pictures of things he likes, pictures of him and you. basically like a hanging photoframe. it's ideal as it;s unique, personal and original.
Some nice air freshners, CDS to put on in the cab, a car cleaning set.
Fuzzy Dice for the rear view mirror
Upholstery cleaner and a stun gun.
I think a word of accolade is in order, the training to drive a cab in London is, as much as I know, the most stringent in the world.
As far as a gift, well a little basket including some of the things others have suggested may be nice, either as a bit of a joke or a serious convenience.
I would not worry about the Rottweiler, it might try to take over some of the driving. A special thing, such as a good luck charm may be really appreciated.
Again, congratulations and couple of pints on me, but you can pay since I am skinned!
a nice/funny air freshener to keep it to keep it smelling sweet
