Yea, we got a fine from one near Cambridge when we went on holiday in February. Was really annoying too, because it was 4 o'clock in the morning and there was absolutely nothing else on the road! Bum!!
On the turnpike in Mass. they compare your entry and exit times and calculate it against distance. If your time is less than the average speed limit time, you are handed a ticket when you pay your toll.
sprcpt is pretty much right they do calculate your distance but youll most prob get a fine of £50 and 3 points you will get it in post . wales is the worst for this if you ever go there stick to the speed limit
These markings on the road are for the police to reset at the first point, their speedometer radar, they will cease it at the next interval and then calculate your average speed.

i did 85mph at 4:30am through the one on the Manchester ring road and so far nothing has come through the post! That was weeks ago.
