Why are there so many signs on UK motorways saying "Services 21 miles"? Is the 21 mile figure significant?

I drive hundreds of miles a week and I can't say I've ever noticed such a sign, however thats about the distance between services
Aren't they on the metric system in the United Kingdom? I doubt the signs would say miles, more like kilometers. But if they do indeed say "21 miles" it would be because, from the sign to the next services happens to be 21 miles.

It is if you are running out of gas and have to walk 21 miles.
They are so when you have a bunch of children saying muuuuuummmm i need a wee how far? and muuuuum i need a drink how far? you can tell them look the sign says only 21 miles to go at just over a mile a minute you have ex amount of time to wait.unfortunately it doesn't help with the muuuuum are we there yet??
this is the maximum distance some people can go with the need for a stop for food, drink,toilet or petrol
just think how many times some would stop on a journey from london to scotland
It gives you enough time to decide whether you need to get anything from there and to realize if you are running out of gas.
Sure it wasn't 2 and a small 1/2 beside it? I'm from UK, and I can't remember seeing any "Services 21 miles" anywhere, and would find it odd if I did.
However, we do usually have signs saying "Services 21/2" (2.5 miles) the 2 being normal size, the 1/2 being smaller and without the "/" in between. So if you only glance at it as you go past, you might miss the last "2" and hence only see "Services 21"
Or more likely, if you're still sure it was "Services 21", it might be something to do with making sure drivers take regular breaks when travelling long distances, or for long periods of time. Since you're on a motorway, it's gonna take a while to get where you want, so if you see these signs, you know your about 30 mins away from a cafe/diner. I think over here (in UK, where we do use miles) drivers get advised to take a break for every hour of driving.

Not all the signs say "services 21 miles" it just happens to be a conicidence all those that you see are the same. All the sign means is how far it is to the next services on that road from that point. It is so you can plan your journey and more importantly your breaks in driving. Also if i know theres a services about 10 miles ahead it makes me happy if i'm ready for a break.
Perhaps the Dept of Transport, bought a job lot cheap?
Or maybe an administrative error - when ordered, somebody put 100 in the order column, instead of 10?
There's probably a team who travel the country, measuring and errecting just those signs!
Cant say \I have ever noticed. Are you sure your not travelling the same stretch of road over and over again, seeing the same sign repeatedly?
