Local council but I suspect they already know its ther. It costs money to pick it up and councils always tell you they have no money! so the foxes ravens ect will end up doing the job lol
I'm not sure about England, but 'round me, we call the county's animal control office. Is there something like that where you are?
Is there any meat left on it? I reckon it'd take me about an hour to get to the Knowsley Expressway from where I am, but I don't want to waste my journey.
