Is it fair to raise taxes on fossil fuel vehicles?

At present LPG has been rendered essentially no greener than the new diesels, fuel cells are in question over production by products and only one or two dual fuel (diesel/petrol electric) alternatives are available in ungainly formats and expense and still rely on fossil fuel bases.
Is it therefore fair to increase tax on vehicles whether efficient or not when the oil industry and governments have done (in terms of end product) little to provide alternatives incomparison to profits made since the combustion engine became mainstream?

In my view something has to be done to reduce the amount of traffic on the roads, for all sorts of reasons - including pollution and overcrowding. I think the best way to persuade people (including motorists, manufacturers, and fuel suppliers) to help achieve this is through money. Raising taxes on fossil fuel guzzling vehicles, and lowering them on more environmentally friendly ones, should act as a motivator to them all. If the sales of these more expensive to run vehicles fall, perhaps manufacturers will try even harder to create a truly environmentally friendly car. Without this financial pressure, I fear they wouldn't make the same effort.
