Should the Congestion Charge apply to those who are forced to take their vehicles into the Zone?

We were told that the London Congestion Charge was being introduced to deter people who didn't actually need to drive into the Zone from doing so, thereby reducing the number of vehicles in the Zone. Why then are delivery vehicles, tradesmen's vehicles, couriers etc, all of whom are forced to take their vehicles into the Zone, charged? Why not increase the charge to a genuinely prohibitive amount and not charge those who must enter the Zone? Surely that would achieve the maximum effect? Is it just another racket to extract money from British citizens?

First of all, who would decide that you genuinly need to go into the zone?
you would have so many people claiming that they need to for such a such a reason or they have to take the car to work today as they are doing such a such for the business therfore making it business related.

i do agree with reducing the charge for registered companies like couriers and workmen.
saying that, do they not get a reduced rate?
do you know for a fact that they are charged the same as everyone else?

i dont agree with charging people to be able to drive through the city we live in and already pay taxes for but it has reduced the traffic in the area and outside the city.
maybe they should do even more in the way of public transport, may encourage more people to use it if it was reliable, who knows even the couriers with small packets might hop on a train if they knew it would be cheaper and they wouldn't have to wait an age.

The quickest and easiest way to make money for government and councils is to pick on the motorist it doesn't matter whether your moving or parked. The congestion charge is just another example of this.
