Put your foot down and drop the clutch. But if you're going to piss about, don't do it where it's a danger to others. And very importantly, be conscious of whether you're driving a front or rear wheel drive car. It's very easy to lose the back-end of a rear wheel drive car when the wheels are spinning!
You have to be careful while doing it because you can loose control and you will feel like if the car wants to run away from you . You got a pretty good answer if the car is manual but if the car is automatic then the only way that i know is to but the gear into nutral and step on the gas and just set it on drive , that will produce a small spin , which also depends on the car power.
Here's how to do it in a car with an automatic transmission: Stand on the brake. I mean, step on that mother effer as hard as you can. Then stand on the gas. All the way to the floor. When the engine reaches maximum RPM in a couple of seconds, (called "stall speed"), keep that foot on that gas and take your foot off that brake. If your car has any balls at all, you will do a burnout. For added effect, pour about a half a gallon of bleach under and in front of each drive wheel. That'll get you some attention. One warning: Do enough burnouts and you will destroy your car.
