It was the Gossamer Albatross, which flew across the English Channel in the 70s. It had a almost 100 ft wingspan, and only weighed 70 pounds.
Actually yes someone did. However he could not fly very high, only several feet off the ground. Watch the science channel when they have what is called Discoveries this week. Some of the stuff they come up with is amazing.
Splitting hairs here, but it would be man powered, pedals are just the means of applying effort.
