Why not have a small tunnel under busy roads for services?

Then they could work on gas, elec, water ect without digging up the road each time

They need to put express lanes with only exits going through major cities. That way travelers can go through a large city without traffic.

In some towns, they do this. The reason it's not done everywhere, would you like to pay the increased fees through higher taxes from the municipality and higher rates from the utilities that would be needed to accomplish this expensive task? And then, when it was done, the rates would stay high because people were used to paying the inflated rates.

And you'd still have road problems with potholes, etc.

In large cities, they do have tunnels where all the utility lines run. They're called sewers.
Because in the state I live in there is no such thing as an underground.
