Well, first of all you have to do your driving test.
Currently there is a long waiting time for driving tests in Ireland - anything from 3 to 9 months. So apply in plenty of time.
You can get the application form in any garda station or online at http://oasis.gov.ie/transport/motoring/d.

You should really take lessons with an instructor in the area you plan to take the test. They will know the typical test routes. Even if you consider yourself a good driver already, you still need to get to grips with the driving test way of driving.
