Is the rising cost of motoring meant to keep the 'less well off' people off the roads?

Could be. Or it could be to encourage people to use Public Transit.
Keeping people off of the road only hurts the economy more. Rising gas prices, higher wages, wars, and national disasters, are driving all prices up.
The rising cost is not something that government have all that much control over.
The ones that have lots of tax on fuel could reduce those taxes and not many of them seem to be doing so though.
Its another way of putting it. They could be commuting or having carpool and maximing single trips instead of having multiple ones.People who are set on a certain budget for every expenses have now to allot more on gas and less on others just to cover the rise in fuel prices.Life goes on no matter what so its either we keep up or we get left behind.

It's all a plot by the fascist Communist liberal tree huggers to keep you from driving your big gas guzzling SUV in the fast lane of the local freeways at 6 AM so there will be more room for them to ride their 27-speed mountain bikes illegally on the shoulder of the road and prevent global warming and the melting of the polar ice caps!
Wait a mo. "less well off" people can't afford big gas guzzling SUVs in the first place.
