BTW - In a journey to Prosport, I travelled along the M6 MEGA congested 3 hour run from manc - brum - saw NO police.
Joined the Toll off the M42 and saw 4 sets of speed traps!

Yes it is private, But will still come under the RTA, therefore yes you can be done for speeding
yes it is private, you can travel upto 136mph without fear of conviction if you are a traffic cop, off duty and wait 3 years on full pay for your case to be heard if not the speed limit is 70mph
the M6 toll is a private road owned by MEL group(who are in turn owned by an australian corporation) . However the same laws regarding speeds etc still apply.
