WHY DO PEOPLE CALL IT RUSH HOUR IF everybody is standing still and stuck in traffic and nobody is rushing ?

Everyone is rushing to get home. Traffic jams are caused in part when people change lanes without notice and people behind them have to brake. This creates a ripple effect leading to the jams that people associate with rush hour.
Everybody IS rushing.
They just aren't getting anywhere.
