During my commute in Houston, Texas, I often drive through an "emissions test". There is always a big van parked next to a freeway onramp. A sign says "emission test in progress". There is box pointing perpendicular to the road just off to the side with cones surrounding it. The box has wires going back to the van. There is also a big, bright light which I assume is to illuminate your license plate in order to be photographed. How does this machine test emissions? Wouldn't the reading depend on whether or not you were at idle or if you were accelerating very quickly (i.e. pedal to the floor)?
