Anyone in the UK know what this thing was I saw on the motorway yesterday, at the side of the carriageway ..?

An albino police car or probably a motorway maintenance worker they are always asleep

I wonder if it was a 'blast from the past'?? i drive all the time and I have never seen anything like this either, when you find out let us know, wonder which motorway you never said.
If the lights were orange, then it would either have been a private security patrol vehicle or highway maintenance. If the driver was asleep, then the Police will pull up and give the driver a warning or ticket.
I hope this isn't a trap?

My best guess it is the lead vehicle looking for other vehicles flying yellow flags.
Called the Yellow Duster it is the International flag to show there is plague on board.
