Winglets don't offer any advantage compared to an increased wingspan other that being able to fit in smaller hangars and looking cool. But they offer a few disadvantages: increased twisting force on the wing requiring a heavy counterweight on the leading edge and extensive strengthenging of the wing structure; and also increased interference drag due to converging airflows around the wing and winglet.
I talked to a pilot that flew a 747-400 with and without the winglets and average fuel burn per trip was virtually identical, so the fuel savings can only be measured over many years.

The main reason is structural integrity. The high speed could force a vertical or straight wing to break. The other reason is lift. Low speed aircraft like the Cessna will need a straight wing to get the proper lift at the lower speeds. Since the higher speed of the jet and turboprop aircraft, the can have the swept wing without sacrificing the lift they need to fly.
