Can anyone tell me where i can get advise and complain about a certain motorbike shop in dublin Ireland?

Return it and get your money back since they can't sell it without the needed documentation. Then go to a reputable dealer for your next purchase.
Have you tried contacting the previous owners? If the previous owner sold it to or part ex ed it for another machine the motorcycle shop wouldn't want to change the log book until it had been sold on because that would then show up as another owner and therefore reduce the value of the bike. So the fact that its still in the previous owner's name is nothing to be worried about.
I would however agree with general consensus so far in that you shouldn't have bought it without the log book, but there's nothing you've told me so far to make me that suspicious that the bike's hookey and if it was and you've been riding it then I would've thought an APB or a watch would've been put on it by now depending on which continent you're from.
Contact the DVLA Swansea SA99 1AR or write to them online and ask their advice. A word in the trading standard's ear might be a good move too, but be careful with that one. If the motorcycle shop wise up that you've reported them they may be less helpful than they've already been in trying retrieve the missing alleged log book.

Really you shouldn't of had it without the log book,as it can be classed as stolen.
I would advise you to go in person,to your local police station and make a formal complaint,as the motorbike retailer hasn't done his job by not giving you the log book.
Tell them that you've requested the log book,and you've been denied it.
