Not yet. There have been various concepts for a hypersonic sub-orbital craft to do this, such as the "Orient Express" and "HOTOL". Even then, there is always the question of whether they would be commercially viable, etc.
A Space Shuttle might be able to do this if there was a runway in Australia for it.
Yes there is, and last time i flew on it we arrived at an earlier time than when we,d set off (or was that the TARDIS) Also i'm almost certain i saw a flock of pigs go past the window, i think we were at about 100,000 feet at that point.
The shuttle could do it but seems awfully expensive way to get there. Space capsules could also do the trip with time to spare. They would take about 30-45 minutes as the crow flies.
