Technically, its the SR-71. But one point to note (not many people do know this) is that the Blackbird leaks fuel like a freaking sieve. To know the technical reason why this is so, refer to Popular Science's website. They did an article on it, and its a really long one.
War planes generally don't operate at their maximum speed, beause of the loadouts they might be carrying. Most fighters can typically do Mach 1.2 to 1.8, but very rarely. Any speeds approaching Mach 0.8 - 1.0 uses up the fuel reserves very quickly.

The Blackbird can go much faster than mach 2. I believe it can go from New York to California in a little over an hour. That's a distance of 3000 miles. Mach 2 is about 1600 MPH, depending on altitude..

The Lockheed SR-71 Blackbird is the fastest war plane ever built. It was actually a reconasence aircraft (spy plane). The Blackbird was designed by Kelly Johnson and his team at the Lockheed Skunkworks, which is Lockheeds advanced developement facility in Palmdale, Ca. This aircraft has set every world speed record; it flew from L.A. to NYC in about 45 minutes and from NYC to London in under 2 hours. Very impressive aircraft.
If you only count those that carried missiles or guns (and not cameras like the SR-71). It would be the YF-12. It was designed to be a long range/high speed interceptor firing missiles from inboard stores. The top Speed of the YF-12 was Mach 3.1 at 81,000 feet. Where the SR-71 hit Mach 3.3 but no weapons and longer range.
Mig 25 was clocked at Mach 2.9 over the Sudan (but trashed both motors in the process) and Routinely goes Mach 2.5 for tourists without the engine damage. The fastest gun-toting fighter I know of.

OK facts: The SR-71 is / was for recce only. The YF-12 was its developmental aircraft. Neither is classed as a war bird. The fastest operational gun and missile carrying plane is still the F-15. Tops out at Mach 2.5 depending on configuration (external load).
