Any vehicle w/ 2 or 3 wheels is legallly considered a motorcycle therefore you are not allowed to have a passenger w/ you. You must also have an endorsement or whatever your state calls it for riding/ learning to ride a motorcycle. Without this it can be considered driving without a lisence. You must also have another person w/ you on another "motorcycle". This is the way the law is written in three states that I am aware of. (MD,VA,WV) I suggest you call your local state police to check about your states laws.
Consider it the same as driving a four-wheeled car, as the boring legal stuff goes anyway. THe characteristics of the thing on the road might be a somewhat different matter, though.
as with all cars you need to display L plates front and rear and have a qualified driver who has held their licence for over two years sat in the passenger seat. There is a way round it unique to robin reliants. If you hold a full bike licence, then you can have a pin inserted in the gearbox which locks out reverse gear. this then effectivley makes the car into a trike. No helmet needed and can drive it without supervision

in the 80s you could drive the robin on a provisional but no one took advantage of it ,i dont no if they have changed the law .
