there is no party that regulates buses, you can forward on complaints to the traffic commission in Cambridge they are responsible for some legal issue,I.E each route has to be registered with them with times and full description of route to be followed,if a company receives loads of complaints(and it is loads on one single issue) they can start legal proceedings and take a company to court and even revoke licences or reduce the number of licences held by the company,each vehicle must have a licence( a green or blue disc like a tax disk) displayed in the window of the vehicle,it tells you who it is registered to and a date and an operators number.
