As far as I know yes, but you have to give advance warning, and I am told they charge like an angry bull!
London City Airport also has what is believed to be the closest private jet centre to central London. In 2005 the centre was voted by European Business Air News, as the best corporate aviation passenger handling facility in Europe.

In London Ontario, yes.
In London England, I am not familiar with the airport, but looking at the arrival and departures, I am sure they would not want small aircraft to land there because it would slow down the airport traffic tremendously.
Not to mention the pressure it would put on the traffic controllers.
Being a pilot a lot of major hubs will not let small aircraft in the airspace as this causes conflicts just due to the slower speed of small aircraft.
I would say that London England would not let small aircraft land there unless it was an emergency, and be able to prove it.
