To operate a motor boat you need a boat safety course/certificate if you were born after 1976.See United States Power Squadron, online. To take anyone out for money as in day fishing you need a captains' license, sometimes known as a 6 pack.The area does not matter. See U.S. Coast Guard
i would think that 1 it depends on where you operating the boat from though probley yes you do. You will need some sort of insurance probley Public Liability as well as certificates for boat handling and sea survival for fishing rights check local council and for boat stuff check with R.N.L.I or local coastgaurd.

If you do this on a regular basis, you'll need a license to carry people on your boat. Also, you'll have to get a six-pack license through the US Coast Guard. Call them for details. This does require you going for schooling and then taking the test. It's normally just about guaranteed you'll pass the test. They have instruction phamplets at most Fish Camps, Marina's, etc.

P.S.- don't listen to Skyblue. The test takes weeks of instruction to be able to even comprehend, and hours to take. Most people don't pass it the first time without serious studying. there are schools that offer the instruction and the avereage cost is about $1000, and takes about 4-5 weeks, of 2-3 classes a week.
In the UK you will not need any licence, but there are certain courses you should do, unless you are taking passengers. then you will need a boatmasters licence which is issued by the MCA and a grade 2 will allow you to take 100 people whereas a grade 1 will allow you to take 250!
if it's just a boat for you and your mate to use you don't need jack all, which is ridiculous!
