It takes a lot of money to go to marine requirements, carb, exhaust, fuel intake stainless fittings and rust proof paint, check with the Coast Guard in you area for the details
I would learn to spell litre and modifications, before attempting to shove an old Volvo engine into a bathtub and heading out to sea.

You'd need to ensure the correct gear mech, make certain the crank is capable of handling the torque and most importantly, MAKE SURE THE RADIATOR HAS RADICAL ACCES TO FRESH COOL AIR. iT MIGHT BE WORTH YOUR WHILE BUYING A pENTA OUT BOARD. iT'S volvo. cONSIDER WHAT IT WILL COST YOU TO MOUNT THE ONE YOU HAVE. aLSO REMEMBER To consider ythe weight factor. There is a lot of unknown issues here but the bottom line is yes you could do it but it will become expensive. Marine engines must be raw water cooled with open circuit back to the water as well as having a closed circuit cooling system. Marine engines do not have a cooling fan because due to the enclosed space there's not enough cooling in the engine room. You would also probably have to change your gear ratio due to torque, fit a heat exchanger and fit mounting brackets. I have seen tractor engines fitted on large sailing boats, they work well but to get it there to last in a marine environment is another story. My advice is buy a marine engine and rebuild it, it will work out a lot cheaper. Volvo parts are very expensive.

Narrow boat or inalnd waterway then its relatively easy.
You'd need water coolers and better exhaust ( hospital siliencers work well ). Gearbox or hydrualic drive.
However remember boat power if diffrent to roat usagage. On the road the engine is up and down the revs, in a boat you tend to run at a constant speed for hours, not all engines are suited to this,
