It takes about 40 minutes to clear customs at Heathrow so you should be out about 07:20 - height of the rush hour! if your driver sticks to the M4 motorway and joins the A406 North Circular coming off at the Neasden Underpass the journey SHOULD take about an hour, so unless there are major holdups you should be in Willesden at about 08:30

If I were you, I'd just jump on the Picadilly line tube from heathrow, which take you straight to central London (Holborn, Covent Garden) and takes about 40 minutes. A taxi would cost a lot, and depending on the time of day you travel, would probably take over an hour!

I'd think it would be both cheaper and quicker to take the Heathrow Express to Paddington and get a cab from there.
ETA 0635, you don't say where from but assuming you're not going to have major issues at customs/immigration you should be through by maybe 0715. 15 minutes to locate your driver, You'll still have an hour and a half and I'd say you should make it unless there are exceptional delays or your flight gets in late.

It should only take 1 hour. make sure the cabbie knows where he is going first..try to avoid the major roads like the M25 etc.

If you have luggage checked in, it will take you an hour to realistically get out of Heathrow Airport especially in Terminal 1 where they just can't seem to the luggage out in less than 45 mins. But the time you get out, rush hour would have kicked in.
Personally, I would take the Heathrow Express train into Paddington and jump into a cab from there..
You also assume that your plane will land on time and get to a stand on time! Never happens love. not at LHR.
