Could be the steering lock has partially jammed. Try wiggling the steering wheel at the same time as pushing/turning the key.
have you tried to threaten it?
sounds like a barrel slide seized. lock barrel needs removed to free up & grease. or a new barrel is not that expensive and you can built it so the same key will work it.

i think you will need a new ignition lock barrel,which is easy to change if you can turn the key to position 11,if you cant the barrel will have to be cut out,try looking into the barrel with the little flap pushed back,you will need a torch there must be something jamming the lock,try and pick it out with a fine pick,if you cant unjam the lock your in trouble.good luck.
Remove the lower steering column cover,the bit just behind the wheel 3 screws underneath, this exposes the ignition lock barrel, have a look behind it on the top side, there is a small hole, you will need a push rod,the usual is a 1.6 m welding rod, bend the end at 90 degrees about 13m long, insert the rod into the whole and push back the release pin inside, insert the key in the the lock an withdraw the barrel, the usual problem for what you are suffering is that the plastic tongue which engages the electrical switch at the back of the unit breaks off and jams
Hueleo is the one that is making the most sense here as far as repair work. Three in my family have become knackered and had to be replaced. Cause: Generally too many keys on the ring, and it caused the barrel to sieze due to bent pins inside. The little clip Huleo mentioned can also break. Common on GMs apparently.
common on vaukhalls, will need new barrel, hit the key with a hammer as u turn it and it should go, this makes it easier to replace as it will need to be in position one or two to come out
