In Britain, there are now very few places where you can moor your boat for free. Appledore in Devon is one - this was grated as a gift from the King for wartime service of the local people.
Most harbours, but not all, have areas where you may anchor for free - but some are now charging for this also.
It is still British Law that a British person may freely use the sea around the coast, but this does not grant you access over the land to reach it!
You'll just have to pay up like the rest of us.

Dropping an anchor next to a beach or rocky shore is frought with all sorts of danger. One of which could be a heavy inshore swell. Your anchor could start to drag and loose it's grip. The best policy is always to seek a safe haven inside a harbour or on a marina. OK! , you will have to pay the berthing dues , but well worth the hassle. Check with the local Harbour Master's Office in the area.
