If you have a license in UK, there are exemptions : and you should check with them if they are accepted internationally.
A French resident needs a license for boats having an engine over 6 bhp unless the principle means of propulsion is by sail.
Carte MER : Up to 5nm from shelter (not coastline), daytime, up to 50 bhp
Permis Côtier : Up to 5 nm from shelter (not coastline), day & night, unlimited bhp
Permis Hauturier : 5+ nm from shelter, day & night, unlimited bhp
Permis Rivière : permis for rivers, canals and lakes, unlimited bhp
For all licences the minimum age is 16.

You dont need a licence for small pleasure boats in france nor do they have to be registered. 3.6 metres would be well within that category. Plenty of UK tourists cross the channel every year into french waters with far larger craft, canal boats etc with no paperwork in order to enter the french canal system.
