Yes a narrow boat can cross the channel. You have to fit navigation lights, carry a loud horn etc.
It goes without saying you wouldn't do it if there was a heavy swell that day.

Yeah! - Sure it could be done given suitable weather conditions. - However, it is a task so foolhardy and noteworthy that those who have done it have written books about it.
Much better to have the boat ferried across as cargo.
Get a video of - or try to catch a prog on Discovery Real Time called - "Water World". In one of the series is the story of how a couple took their narrow boat from somewhere in the Midlands over to France. They had to plan well in advance and wait for suitable weather, AND have an escort vessel with them in the channel.
