HMS Victory is the oldest . USS Constitution in 30 years younger . She is the oldest floating commissioned ship.

It is H.M.S Victory , based in Portsmouth dockyard . She has been in service since the late 1700's. She is still crewed by the Royal navy and is also a commissioned flagship
hms victory admiral nelsons ship, it is in dry dock and a tourist attracktion, but is still commissioned.
USS constitution (old ironsides) is still commissioned and not in dry dock.
Technically it's HMS VICTORY but she will never float again that's not commissioned in my book. The USS CONSTITUTION on the other hand is a float and sails at least once a year on July 4th turn around cruise. That is a real commissioned ship not some bogus word game to say you are as in Britain.
