Oil/Petrol Mixture Ratio for 9.9hp outboard 2 stroke?

most ob 2strokes are 25:1 but might take a look down on the fin by the prop. some times the manufacture puts the mixtuer on a decal there

Depends how old it is.

If it is brand new then the ratio is 25:1 for the first 10 hours.

After the first 10 hours the ratio goes up to 100:1

Usually 40:1 or 50:1, some of the newer engines allow 100:1 and some older ones may require 25:1.

Temperature matters as well. Many 2-cycle engines will require more oil at lower temps.

How old is the motor? What manufacturer?
