The low headlight beam on my 1996 seat ibiza are really dim even though ignition and full beam are fine.?

Everything else in workinig order and very good condition. Hasn't had a service for about 18 month though.

Sounds like both dip beam side of headlight bulbs are blown and you only have side lights when turning of main beam , other than that your reflectors have rusted out , Try turning on dip beams and holding your hand about a foot away if you can not feel any heat they are blown
u need new bulbs
It could be the lamp filament, dirty contacts on the back of the lamp or wiring. Change the dim lamp and see what happens.
get it serviced then or get a new car.
Could be the dipped beam filaments are gone on the bulbs. Try fitting new bulbs.
I have heard that as headlights age they get dimmer

Sounds like you may have a dim dip system fitted to "glow" the low beam lights when the sidelights and ignition are on, with this system the failure of the low beam contacts on the Hi / low beam selector switch (Dip Switch) will make both dip beam lights dim, car will sometimes even pass an MOT with this fault.
