The new EU directive on limiting the tints in windows is not to improve visibility (although it can help do that) but to enable roadside cameras to take a clearly identifiable picture of the driver. So if a car is speeding, going through red light etc. the police can successfully prosecute the real driver. If the driver is wearing a Burka then it would be impossible to do, so they must be contravening this new directive.
No they should not be driving as they could cause an accident and injure themselves and others

Yes, why not, its part of their traditinal dress and it doesn't really block their sight, restrain their legs and hands while driving.

I have no idea what the statistics are on this or if what you say is true and I would always defend the right of these women to wear whatever they want when ever they want, but if it can be shown that they are a danger when driving then the answer is of course no. Not allowing a short sighted person to drive without glasses for example is not discrimination, it's sense.
