What is the 'rat-tat-tat' noise comin from my front suspension on my mk2 Golf GTI?

if i remember correctly those cars have strut inserts (this means the shocker is placed inside the front strut if you dont already know?)
after a while the top retaining bolt wears lose and the insert becomes rattly when going over bumps etc.
replace your front strut/shockers and this should solve your problem?

It sounds like it is a loose brake caliper. I am convinced especially as you say it stop when you brake. This means the pads apply pressure to the point where it is loose and the caliper locks in place
I would say either a broken spring or a broken rod in the damper, try and recreate the noise with the car stationery by pressing down hard on the wing

i think it's not related to your brakes and i would doubt if you'd find it in the suspension. most likely this happens when you're making a turn specially in tight corners. have your velocity axle checked. you might need to replace it.
have you checked your catalytic converter? they make that kind of noise when they die
If you want to eliminate the brake caliper possibility then put very light pressure on the brakes when the noise begins and see if it stops. When the brake pads wear the distance between the the rotor and pad grows allowing the caliper assembly to rattle. CV joints sound similar when they go also. Only way to verify is to disassemble and inspect.
