I need websites / info on places of refuge for vessels in distress carrying dangerous cargo.. is the law satisfactory? i need up to date info, i have some. but need help!! thanx a lot!

There is no list of places of refuge. The concept of refuge as changed many times over the years. Today's ships pose a higher threat of coastal states than ten or twenty years ago. The M/V Tampa incident brought the problem to the UN. Look on the IMO website to read policy statements.
Look in the U.S. coast Pilot, The Charts of the area for anchorages, and the Coast guard sector.
contact the coastguard for the best route to take,they will give you all the info you need,
unless you are carrying illeagal cargo,
then you run the gauntlet and risk prison.
