What are the solar like panels on a post at the side of the roads for?

Most are to charge the call box phones for emergencies. Normally a rectangle box on the same post. Others are to power wind gauges, barometers, etc for weather conditions along the freeway. Few are even to power lights on signs at nights in rural areas.

I've wondered that too, I did notice they were always near one of those weather station thingys though, thats my guess
they are the new top secret speed camera. including a mobile sensor.. if anyone drives past with their phone on their ear..it takes a picture and issues a 400volt electric shock.. about time someone invented that....
