When buying a second hand car, what does the phrase, engine stripped mean?

If you do not know anything about mechanics, then either find some one who does or forget it , it has been "stripped" taken to bits for a reason
It means there probably isn't an air conditioning pump, or an alternator, or a distributor, or a coil, or anything else that isn't part of the engine block itself. To make it simple; if you bolt a part to the engine, then it's probably been un-bolted, and sold, or used on another car.

The only thing it means to me is that it is out of service and parts have been stripped off.

Obviously the car is not running. "Stripped", means that the engine does not have water pump, alternator, etc. Are you sure they are selling a whole car, or maybe just the engine block?
